with feelers, you slide the end into the hole in the eccentric, than you adjust the valves in a regular fashion, when the spring bends you tighten the nut. its kinda hard to explain

the tool just has the spring so it gives the proper pressure to the eccentric. you slip your feeler in, tighten the spring tool to it with its own pressure, then tighten the nut.
its so you keep pressure on the gauge, but not too much.
i thought they were under 20 and i think he said he got it from pelican...
i didnt find the tool making it any easier. as for the amount of bend... whatever looks right, i dont think it pulls too hard no matter how far its flexed
