What do you mean by "safe" exactly? Like wont melt the plastic or your hands?
I've used "Kleen Strip" aircraft stripper(strong) on plastics with good results and no damage but you have to be careful.
There is also a citrus kind as well that's milder and used for furniture.
I'll look for SEM 39913 - BUMPER STRIPPER 17oz Areosol.

Simply gave up. There were more than two layers of paint and some cracks in the material below all this. Figured it would require too much elbow grease.
good timing... i need to strip a BBS airdam with a couple layers of crappy paint.
this might save me a day or 12.

When I would want to strip the paint off my model cars I would use easy off oven spray or soak them in brake fluid for a few hours.
I dont know how well it will work on the side skirts though.
