I think the balast is the module. the chinese aftermarket kits are a 1 piece all built into 1 unit.
BMW makes it more expensive and has the module as 1 piece, and they have a seperate ignitor.(just starts the bulb)

here check this out. #15 and #16-- haha look at the prices for each of those!!!! the DDM kit complete is like 35 dollars!
your #15 is bad.

Ill tell you that just to seat the bulb in the housing on the stock halogens is nearly impossible. Its a twist, turn, push kind of thing Ive never been able to get right.

I would pop me in some cheap flea bay replacements.
