89 325i, heavy foot, lots of hills, never better than 18mpg

Of course I get free gas, so my throttle is on/off (usually on)

27 with a light foot in D.C. traffic.

20 with a heavy foot in D.C. backroads (Beach Drive for those around the area).

~30 with a very light foot on the highway.

obc says 25. That is about 60-40 city to highway driving. 85 325e. Should I be getting better?

17-18 in the city and 24-26 highway. Usually my regular driving ends up with about 20-21 to the gallon.

                                Not too great. :?

                                3000cc's, 24v's, and 60pounds fuel pressure

edit: switching to 4.1 rearend soon, hope it doesn't decrease MPG too much..
