There is no LEGAL 10% allowance in the speed. It is up to the police officer, he can write you a ticket for 1mph over if he so pleases, and be in the right. And If I remember correctly, 20mph over the limit is considered reckless driving. Personally, I say you take responsibility for being in the wrong, but that's just the way I am.
