euro car? or just American bmw

I need some help on a car I am looking to purchase.
First it is a 1985 325e with euro bumpers. Owner says car was brought over from Germany and had a German overhead check panel that they have replaced with American. Has cloth interior and seems to be metallic blue.

Would this be a euro car is my question, or did some of the usa cars come with euro bumpers and German check panels?

look legit, cant see too well but does it have a 3rd break light? if not yes it is if it does it still looks the part... it does have some weird DOT looking side markers... do it

no third light, you have sharp eyes.

So this would have been a 325e direct from Germany therefore a grey market car??

Im pretty sure they swapped the cluster as part of the federalization process.
