Brakes aren't all that hard to use without vacuum.

It's not the brakes....but the steering lock that kills people.

What else can you do, crash into a wall?

And yes, I would much rather steer myself into a wall than plow helplessly into an oncoming car.

Different amounts of rotation. Steering lock is usually deactivated when ignition barrel is turned to accessories.

This is true, but seriously - don't go around suggesting that the best thing to do in that situation is to switch the engine off. I guarantee you that most people would not be aware enough to turn the key to ignition. BTW, not trolling you or being a dick, but this happens waaay to often to take lightly.
