Everyone keeps thinking that 80 bucks is going to ship a set of wheels. The cheapest i have found is about 220 but that is for 4 individual boxes that i would have to supply. Anyone know of a better way? Thanks.

Dude...where are they going?? I ship wheels via DHL int'l to the US from here for about $185(+ packaging costs). That's (2) boxes under 20kg each.-03/2005 E46 330D Touring 6spd(204hp/410nM) Sapphire Black/Naturbraun Sport...300k KM & 35mpg(mixed)

I get sick of people who say "dude, just throw 'em in a box and ship 'em, it won't cost more than $20" or whatever. Seems that those people either (A) don't have a clue about how much it'll really cost to ship or (B) they really did ship something similar for that price, but they had a HUGE shipping discount through their job or their Mommy's banging the delivery guy or whatever.
4 wheels with tires will probably have to go as 4 separate "boxes". You'll need to get some big pieces of cardboard and either make your own boxes, or at least wrap them up in cardboard enough to protect them. Appliance stores usually have lots of cardboard, you just have to get it before it goes into the cardboard baler/recycler.
Buy lots of good packing tape, don't cheap out- just spend a couple of bucks, one roll should do it.
Be careful of the shipping companies' packing terms- some have surcharges if the entire item isn't covered by cardboard- so if you just put 2 circles of cardboard on the front and back or the wheels and wrap tape around, leaving the tires uncovered, you might get hit with a surcharge (or 4).
Try Fedex ground, their website will give you an accurate quote IF you enter the accurate weight and size. I've found Fedex ground to be cheaper than UPS ground for "retail" customers like most of us.
And MikeDE- there's no way in HELL that DHL would only charge anyone just $185 to ship 4 wheels overseas unless they had a BIG discount off list rates- so your comparison is not really helpful to the OP's situation.

Take out the air from tires and flatten them out? I've put 2 17"rims with 205/40 in the past in a 24x20 cargo box I believe. It will bulk a small bit at the top but not a whole lot.
Put cardboards on the face/sides for protection.
I think I have shipped around 3-4 times with this setup and works fine. Even to Canada from NA.
Fedex ground seems to be the cheapest.

If you're shipping the wheels with tires then Greyhound is going to be the most affordable in my opinion. I'd bundle two wheels+tires together per package so you'd have two separate packages. Each package weighing around 60-70lbs.
Like "noE30" suggested, you can bundle the wheels+tires together thoroughly with stretch film and use cardboard or foam to give the wheel faces protection. I'd spend the extra bucks and get reinforced heavy duty packaging tape over regular packaging tape.
If you bring a student id to greyhound you'll get 20% off. I'd estimate each package would cost you around $60 - $70 each. So around $140 total for shipping plus your cost of materials & time is what you could charge the buyer.
