I believe this is what happens to titanium when heated to a certain temp, which you can see on the other welds. The whole tip being blue, is most likely done for "looks".
I don't see much blue on the welds, only (part of) the mufflers and the entire tip.
I guess what I'm gathering, please correct me if I'm wrong, is that your car basically has to look stock or be a complete sleeper if it has higher performance than the way it was bought. All of the small touches of personalization are "rice" because they make your car different than others on the road and don't blend in with all of the other boring ones out there.

Poor, irrelevant and irreverent assumption. And my BBS rims were made in West Germany.
This is a hypothetical and non-personal discussion. I chose BBS not because of your sig but for the fact that they are quite well liked and the consensus here on R3v.
I am going to assume the both of you know that the Ericsson kit (including engine mods) is made by Power House Amuse, responsible for the S2000 GT1 and the Amuse Carbon R r34?
And an e30 wearing Japanese made BBS rims would also be "rice/riced up"?

Adding asian parts does not automatically constitute rice, I said that it is the only way rice can be applied to non Asian cars. But since you gave a specific example, yes, that M3 appears to be riced out assuming those are Asian produced modifications.

Rado is a ricer, but he's made one hell of a living out of it. I wish I were as ricer as he is, then I'd be racing cars and building cars all the time instead of sitting in my office, checking these dorky forums. :0)
