Not really that great of a deal since you will have to buy bike trays and fork mounts if you actually want to transport a bike(s). Those "mounts" you see are only for holding the front wheel(s) you remove when you mount the fork in the fork mount, which isn't in the picture.
Do it! Towers alone used are typically $50-75. I got the same setup you showed above with a ski/board rack, and matching keys and lock cores in everything for $75 a couple years ago, and picked up a cargo basket with a second ski/board rack for $50 this summer, but I basically stole that stuff. Having a rack increases the versatility of your car a lot!

I got ya beat, I got towers, bars, bike attachment and a large ski/snowboard attachment for $20. All Thule stuff too haha
