yeah, but you need a good CAI! if you take your stock airbox and remove the airfilter and put it all back together with a piece of wire mesh over the front intake you have a short ram intake. remove your driver side high beam and BAM its like the faster you drive faster air is FORCED into the engine, its the same idea as turbo.

so at 35mph, you get like 15hp
at 65, about 35hp
at 85 its something rediculous like 50hp.

they tested this back in the early 90's with racing dynamics and the m-division at bmw, but it couldn't pass smog this way so they ditched the idea.

The best bang for your buck is forced induction (with all the associated bits and pieces). However, you're going to be spending a few grand by the time it's said and done... and it's never truly ever done.
