    Wisconsin as Hobbyist car. Easy peasy. The only two requirements of a manufactured hobbyist car to be street legal is: "Is it 20 years old?" and "Able to be recognized as the make and model at a single glance." Open headers? Sure! "Jet engine in an 89 geo metro?" Not a problem. "Mad max style car with deadly spikes and guns everywhere?" Don't rear end anyone!

    OR

    You can build a car in your garage, and register it as a hobbyist. Easy peasy. Doesn't have to resemble ANYTHING. Which is good, because you built it from scratch.

    Added bonus, the registration never expires. No plate renewals! Caveat: You do need at least one regularly licensed vehicle. AAANNNDDD you can't drive it in January. But you can get a permit to do so, for $30 for the whole month, or $5 for 5 days.
