    Please see : https://www.dmv.ca.gov/pubs/reg_hdbk/ch11/ch11_7.htm

You can transfer title only, with planned non-operation (PNO) filed at time of title transfer.

per DMV "Transfer fee. Use tax and smog certification are not due."

      I got my 91' coupe for $800.

Needed a new head gasket / resurface / radiator / and 3rd was jacked up. But still was cheap to fix it all up.

      Keep searching.

If the car is registered, you can not put it in nonop and transfer title. If the car is already on nonop before you purchased the car, then yes you don't need smog for transfer.

I had bought a registered car in the past and tried to put it in nonop during transfer and it was a no no with DMV.

Guess things can vary at DMV depending on the clerk because I've been able to do exactly what they wouldn't let you do...

That would be an awesome daily driver and the price is great. It won't last long.

God I wish it was only a 2+ hour drive for my car, I had to drive 9 hours stay 4 days and tow it back. Anyways that car looks great for 1700, I'd buy it.

When I bought my e30 I drove about 2 hours then the asshole had me waiting for another 5 and I was so far away from home that I wasn't about to leave without seeing the car.

With vin and license you can check with the DMV online if there is back registration due. Beware.

I drove 18 hours each way to get one of my e30s. Two hour drive is child's play.

But he has a serious point. If you don't have an afternoon to kill to look at the car then don't even bother. I've never taken less than an hour just talking to the owners let alone driving and crawling around underneath.
