there is a solder joint in the ecu that controls the ICV and a lot of the time it goes bad. If you know what you're looking for you can open the cover on your ecu and re solder it. Or get a new ECU and see if that works
DON'T FORGET THE TPS!! These motors are actually pretty good properly maintained and sorted. I feel a much better power delivery from my m20b25 than my m54b25 in my e46, but maybe it's just me.

Had the same problem with my idle and did the adjustment to my TPS.
