You Have to pay to play. Find another model then. Most listing online already have the tax applied on them for the n00bz, I do it all the time. go explore and find one, in your budget.
Get a cheaper model so you won't hate yourself when you end up breaking something on the car. Which will for def happen. I'd go for a 4 door 325e if I didn't have a stupid cabrio
I got one with a few problems for $1000. I put a few hundred into it to get it running/driving and it was good to go. Then I parted it to put the engine in my other project.

Late model iS cars are taxed like a French citizen.
It's not impossible. But you have to be very vigilant in your search. Also, if you're prepared to travel to pick one up you can probably find a good deal. I've traveled with a few friends to pick up their cars and it has always worked out well.
