      In New Zealand were not allowed to have the bonnet off, apparently its because if you accidentally hit a pedestrian they can come off alot worse than they normally would.

          In the communist state of Mass, I believe it's against the law. Ask your fellow town cop, they aren't that bad to deal with. But why would you? your car will get worse mileage then you get presently.
