Fog Light Blank Mounting P/N?

Been searching for a while and not coming up with anything. My car has nothing in the valence, is part #10 the right part for mounting the fog light blanks I have?

I think I'll need 8 of those clips, but I'm having trouble visualizing how they would fit into the fog light blank and the valence. Just looking for confirmation
