is it legal to get the yellow headlights (standard or high beams) on a late 80s car in PA?

also... if i get an e30 325is, what's more worth while doing right away... changing the exhaust or suspension? how are those stock bilsteins?

don't know about the legality of yellow headlights in PA, but in response to your second question: It all depends on the condition of the car. I would assume the suspension would be worn out more than the exhaust, so I would suggest freshening up the suspension.

Now if you have a CO leak in the cabin due to a hole in the exhaust, I'd say exhaust. Generally it's a good rule to buy the car, maintain it to as new condition, then mod it. IMHO

If the car was in perfect shape, I'd say go for the suspension improvements, especially if you enjoy driving back roads
