91 318is do you have to remove the bumper to take off DS front fender?

I have a 1991 318is. The piece that the door brake attaches to inside the body moves around a lot when opening and closing the door. I think the welds are broken.

So I am in the process of removing the front fender. I have a question. Do I have to remove the front bumper to take off the fender? There is a bolt, on the under side of the fender, with a toqx (or allen) head. It is facing upwards, and can be seen in the gap between the bumper and the fender. Since the bolt is pointed upwards, it makes it extremely difficult to access.

How do I finish removing this fender? Do I have to take off the bumper, and if so, how do I do that? Are there any write ups? I'm kind of just winging it on the fender removal, which is going OK.

It is really easy to pull the bumper, i say just do that. the bumper slides into a bracket and that bracket is bolted to the valence and the fender and i think it can only be removed from the front.

Oh and to take of the bumer just find the two torx bolts on the bottom front and unscrew those. You then pop off the side lights and unhook those and pull the bumper forward. After that, unhook the turn indicators and finish pulling.

I saw those two torx bolts, but I just figured it would have to be more complicated than that! I have the fender competely unbolted, except for that one between the bumper and the headlight.
