    The hat? I believe that is where you bolt down the optional tethers for child seats.

          mounting your rear pointing machine guns, they wanted e30s to be james bond cars so they went ahead and put them in there

                Hang on I will look in an older 323i handbook they have alot more info in them.

                According to the 316i-323i early service book that is what it is. There should be a threaded hole for one.

                  yeah the threaded hole is where you mount it, and the other holes are guide holes for the perfect angle to take out people on the sidewalk and behind you in a car.
