Take 300 worth of parts and then just report it stolen or call the impound i know you wanted to make this a project but sometimes its just not worth it anymore. I am very superstious and at this point I would get rid of it dude.

Part it out, cut up the shell and take it to the dump. I've done this to two e30's and an e34. E30 shells only take a few hours to cut up with a sawzall and a 4 1/2" grinder. Here is my e34 on the way to the dump...Disposal cost at the dump was about $25.00-$30.00 for each car.
Don't forget the good things Hitler did.

Ok, I made one final attempt to get a hold of him today. I left a message on his grandmother's cell phone (the only number I have relating to him) telling her that is extremely important that he contact me if and when she is able to get a hold of him. I left my number, and stated that it was the last time i would be calling. I'm going to give him 72 hours to contact me. If he does not, I will begin parting out the car and starting action with the DMV to claim a title for the car. When I spoke with the DMV a few days ago, they told me that this situation is already in my favor, and if things continue the way they have been, I have a good chance of being awarded ownership of the car.
