refund for an item not received

how can i refund my money for an item that the seller never shipped? paid via paypal.

Call your credit card company and they should withhold the payment. How long ago did you make the payment?

File a dispute with PayPal - maybe you'll have more luck than I did, seeing as how you never received anything. They should then require the seller to produce proof of shipment; at that point, who knows?

I was able to get satisfactory resolution from filing a paypal dispute. It was a bit lengthy though- They required me to contact the seller via email and then wait 3 days. Then they gave me the seller's personal info and required me to attempt to contact them for at least a week. So I called the guy about 4 times and wrote him 2 letters. Then I went back to paypal and told them that I did everything that they required me to do. Then paypal said that they would contact the seller.

About 2½ weeks later I got my money back. They probably figured that something must have happened with the seller because the guy didn't even start the process to accept and recieve the payment.
