Would an 88 e30 with a production date of 10/87 have a late front valance and have a rear valance for plastic bumpers ?

That front valance came on coupes from years 88+, and cabrios from 91+. You can find them used for around $75 to $100 plus shipping. But you may just want to buy a new one so you assured it's perfectly straight and you wont have to strip off the old paint and undercoating before repainting.
You will have to cut off your front tow hooks to fit this valance.

As for the rear valance/apron, that is a part of the body on late model e30s. You will need to cut that off a late model car.
