drop your knee panel, then unscrew the trim thats below the cluster with your fingers(there are two round nuts that you'll have to feel for behind the dash), then unscrew the trim around the cluster and pull it off, unscrew the cluster now and pull it out and unplug all connetions (may have to use a scew driver to pop them out), now you can slide the cluster out (don't have to remove the steering wheel) and to pop off the clear plasic cover all i did was gently take a sraight screw driver and pry between it cover and the cluster.

With practice you can do it without removing the steering wheel, however, if this is your first time, I reccommend removing it first.
You gotta remove the knee bolster and then you have reach up under the dash to remove the 2 knurled nuts that hold the trim panel in place. This trim panel is the one that sits right above the steering collumn. There is a knurled nut on both sides of the collumn up under the dash. Once you remove the nuts, push on the bolts and the trim piece will pop right out revealing the screws to the cluster. Remove the bottom screws that keep the cluster trim in place and then do the top ones. The screws sit near the top corners and it might be easier to unscrew the left screw from the right side of collumn and vice versa.
Once all of your screws are out, GENTLY pull the entire cluster forward as far as it will go and then GENTLY grab the cluster from the top tabs that hold it in place and pull it forward. This will reveal the connectors on the back. You might have to use a screw driver to pop the black clip that keeps the multipin connectors in place. Be careful not to break off the other single conductor wires attached to the cluster. There is one on the bottom right that is very easy to break off if you are not careful.
