car idles fine but when I let off the gas....

Car always idles fine but when I push in the clutch/let off the gas sometimes it goes up to, or down to 2000 rmps and stays there for about 2 seconds then comes back down. Car has no vacuum leaks, could it be the icv, or something else........thanks

2000 or 1000? 2000 seems a bit extreme for idling

    headgasket, icv, vacuum leak...

The car idles at 600 rpm fine but say iim in fourth gear at 3000 rpms and push in the clutch the car will drop down to 2000, for about 2 seconds before it kicks down to 600.
