im looking at some 27X8.5 tires for a 14 inch wheel, would these fit on the 14X6.5 basketweaves?

Have your fellow NC'ers contribute and you all can buy gas and tires + pay for minimal insurance coverage.

Use it as a car to improve your driving skills. You have nothing to lose and a whole lot more to gain this way. You can even enter it in auto-x with stock susp. better car control learnt this way

an E30 full of useable parts that people need.

I think a rally e30 is a fucking sweet idea. You could easily raise the rear by making some thicker spring pads, but I don't know about the front. Oversized tires would be cool, but they would rub like crazy with soft ass stock suspension.
