Does anybody know how to make computer games, small games like that "Hit the Pengiun" game that was posted a long time ago.
Does anybody know how to make them or any program that I can use to make them?
I need something to do over my summer vacation.

That game was made in Flash.

Shouldn't actually be to hard, but you may need to know a little bit about programming. ;)
