You guys aren't real perceptive, are you? It's obviously some type of test mule. Notice that it's on a surface of pretty nasty looking snow and ice, the hood is a temporary panel just used for mounting the light pod, there's a Passat support car behind it, and it appears where it's parked is probably a refueling station at a test track or something. They're probably doing some kind of bad weather testing with it, and the light pod is just for added visibility.

The veyron could easily be driven in most road conditions though, i'd take it out whenever :)

It's obviously a R&D car... check out the passat support car behind it. They could be testing the AWD or traction control systems since it's in the snow... who knows.
maybe im being captain obvious, but it looks like hes just filling up some gas.
