Headlight differences

So Im thinking of buying a new set of headlights

Euro ellipsoids ones use H1, and the US ellipsoids use h4... are H1 better for some reason?

can someone tell me the differences, and what makes the euro ellipsoids superior, and what the function of the smiley is?
