Title Exempt

Found a great car(federalized euro import), priced reasonably.Only catch,buyer does not have the
title in his name.
The question is;Are there any other states beside New Hampshire,Rhode Island and possibly Georgia where you can register a car w/o a title?BTW,car is 25 years old.

Whose name is the title in?

I had to chase down the PO of my car because the guy I bought it from didn't bother to ever title it in his name, but he filled out the back, and you can't alter or erase anything on a title in NC or it makes it void.

Luckily he was still local and very willing to meet me at a bank to re-sign the title over.

The car is titled in the name of the previous owner.The seller has tried to retitle the car,but his DMV has not responded to his request to have vin number verified.(Grey maket car whose vin doesn't appear in US database)
