    Ok, first off, I am tired of this discussion.

    2nd. ANY alteration in a light housing, including using a bulb not specified for use in that housing, is "illegal." That means, your 9012 bulb, is just as illegal, if not moreso, than an HID 9005/6.

        Xenon lights typically do 3200 lumens. THere exist so-called '55W' xenon kits that are supposed to offer more lumens, but curiously no independent proof of the lumen output exists that I've been able to find.
        Still, that's significantly more than the 1800/2200 (IIRC) that the HIRs put out ... if you're willing to go with xenons. What I was trying to point out however is that you won't be able to get that kind of light without going to 80+W H1s in euro headlights. That was also what the overdraw comment referred to: you're right, modern xenon ballasts don't have the spike that the old ones used to have.. though 'stepping' voltage is not how that is achieved.
