Can you replace a Motometer cluster with a VDO one? I did not know if the pins were the same. Thanks!

Yes, the pins are the same. All you want to make sure is whether you get an early or late style cluster. Some of them have 3 red SI lights, and some only one. Those will not properly interchange as I understand.

Correct for all internal cluster parts.

The old clusters will work fine, however the tach may read weird as the early 84/85 3SI light clusters were never designed for the m20b25 in the united states.
