Where does it go? #9 looks kind of like the factory skid plate, so is it somewhere in the engine bay?

It goes between the kidneys and the radiator

well i can tell it guides more air thru the grills to where it needs to go. It just seems like a nice rare shroud ive never seen and looks like it will be perfect for my electric fan setup.

#9 is the belly pan. It goes under the transmission. Its more for sound deaduning than for protection. It makes the noise of the transmission resonate between the car and the pan rather than the car and the ground which makes it quieter.

And as far as that othe piece, I believe most E30s have them. Check the junk yards first.
