E-Brake question for a friend

hi guys, i know this isnt an e30 question, but my friend and i are really trying to get his Passat on the road. its a 1997 GLX VR6, and the ebrake seems to be stuck or something. when you lift up the lever, nothing catches. since this is r3v, i expect to get shit on, but any help would be GREATLY appreciated. i was the last one to drive it, so im getting flak for this. thanks.
