                  I bet the holes make it aerodynamic. They probably narrow them out to a tiny nozzle at the back so that it'll be like rocket powered and the chickenwire over the valence is really classy.

                  On the bright side, if you're the owner of that car and depressed it'll cheer you up; they say laughter is the best medicine.

                          If I was that kids father I would beat his ass with the drill and then take every cent he earned till he paid to fix the whole car all while his car was not available to him for ever cuz I would sell it after he paid to fix it. He has to buy his own after that.
