The throttle linkage looks to have some kind of vaccuum regulator attatched to it, what is it?

thats the old school idle control valve from the pre- motronic cars---- aka e21/ e30 non-cat 320/e30 323i cars.
when the vacuum would drop, the stud would come out of the vacuum piece and raise the throttle.--
