I changed my rotors (front and rear) and after I dropped the car from changing the rear my ebrake doesnt grab. I literaly can roll the car while the e-brake is up (I am superman though). I think it has to do with bleeding the brakes, or the shoes inside the drum brake mechanism. The pads on the drums are done. I would like to convert to full discs if possible but that would be useless since I just got new rear rotors. How do you replace the drum pads if that is to be the problem.

can you even convert to just disk? It would be pointless the drum part of that setup is for the e-brake only. On that note bleeding the brakes would have nothing to do with the e-brake either because the hydraulic brakes are completely separate from the e-brake.
You can either tighten up the nuts under the e-brake lever boot. Or if they are maxed out you have to adjust the shoes with a screw drive through one of the lug bolt holesFirst: 1984 318i
