Here in Norway the department of motorvehicles consider it their mission in life to fuck up the lives of anyone who chooses to modify their cars. The Sport Evolution I had was also a pain to get approved by the DMV, but in the end everything but the 18"s were eventually approved. It makes life hard for alot of us, but I can live with it due to the fact that it generally improves safety on our roads. It helps keep wrecks of the road, and the lowering law is not there to prevent modifications. It's to keep people driving around with broken springs etc. and not be a hazard to the rest of us. Though as in this case some these laws include proper modified and safe cars, but this is not the laws intent. The DMW only follow guidelines and laws they have to follow, so can't blame them. And I would rather share the road with the help of a law that in generel just keeps us all a bit safer.

If you go to a line of workshops in Germany called DEKRA, you can get papers from them that the car is safe to use. And this is the same as TÜV papers. So the DMV will have to approve your car as it is. A friend of mine did this with a 2002Ti with S14 engine, 3.0CSi brakes and many other mods. With the dekra papers in hand the DMV wrote everything into his vehicle description and it was all completely legal from then on. If I remember correctly there is a dekra workshop in Hamburg, and that really isn't a long way to travel. But as you know, unless you want to pay extra taxes your car has to be registered in Norway for more than 10 years.
