It's when you put a tire on a rim that has a larger diameter then the recommend side. The sidewall is angled in so it looks like it's stretched. Too much and it looks super gay.

No, I understand what it is, I just don't know why you'd want it. Isn't the point of wide wheels to run as much tire as possible?

Yup, I was going for the E46 M3 Vorstiner front lip look. It isnt paint. It is a matte black rub strip they use on trucks. It is very durable but looks really good in person.
