Its all e36 parts only the control arms are M

Yeah the wheel is super far back.

As for the lip its 3 in the front and 3.5 in the rear.

They are 1996-1999 everything should be correct i really dont know what else it could be :(

Don't know how you are measuring the lips, but the above wheels sound and look like RS061's and RS022's. These have 1.5" lips front and 2" lips rear.

Same wheels I have for my M3 as well, they are nice. I didn't stagger mine though I flipped the barrels rears to fronts and vice versa.
