What's on there now, 32/36 electric choke? Get a 40/40 until you can find a ti/tii booster so you can clear the side drafts. The same booster came on certain Alfa's and Volvo's that I can't remember at the moment
I'm leaning more towards fuel injection...it's just a better setup IMO

just a quick update, I took off the intake manifold a couple of days ago so I can start mocking up the new aluminum intake flange for fuel injection conversion. I noticed that my #4 intake valve had a significant amount of carbon build up on the back side of the valve.. someone on 2002faq mentioned the my master cylinder is possibly bad and leaking brake fluid into the booster and vacuum hose is sucking it in the the valve, easy fix. Today I started mocking the intake flange.... few pics below
The vacuum hose that runs from the booster to intake manifold, plugs in on the last runner that leads to #4 valve. Not sure why you say it usually effects #3 valve, when #3 valve has its own runner and vacuum hose doesn't connect to that runner.

I guess I'm going by my manifold, mine goes into #3. Perhaps there was a change at some point
Edit: if you plan to make your own manifold I suggest copying the A4 setup. See how there is a tube cast into the top that the booster pulls vacuum from? This way vacuum is shared by all 4 cylinders
Some manifolds are shorter (and have a shared plenum) so no Tii booster is needed and the balancing benefit is there. Looks like you've got something figured out.
