chp will make you put chains on in certian instances. When I lived in Sac, they would not hesitate to close the road to tahoe for chain stops. Even with the weakest of snowfall. Ihas nothing to do with need.

Really. In PA winter is winter. Considering in Northern Ca there are places two hours away from Tahoe that never see snow, chain stops make sense.

Last winter we got 18" in one night here in Central Ohio [i know, 18" to some of you isnt much... bare with me]

CA drivers are teh suck in any snowy conditions, and CHP+ CALTRANS knows that. therefor they require chains for even that little amount of snow. you cant even cross the checkpoint on the highway without them. i was just in Tahoe this weekend, but i drive the rav4 with snow tires so i got to blast past all the reg ppl with shitty cars+chains on the highway. it was fun.
