I was just thinking the same thing! I don't know a single track or sanctioning body that will let you run w/o a rollbar.

The Nurburgring (which I'm assuming is the location of the pic) is considered a public toll road and is frequented by everything from manufacturer test cars to delivery trucks. Since it is a public road, while you can wear a helmet, you certainly aren't required to wear one - and no roll bars are required.
