    I'm running Safari on Windows Vista SP2, and it's the best browser I've used yet, aside from Firefox. The best part about Safari for Windows is it's ability to smooth screen fonts even smoother than normal, which makes its interface GORGEOUS. The only gripe I have so far is that it for whatever reason, will stall for about 10-15 seconds at a time every once in a while.
    i've never had any issues with it. i don't know exactly what smooth scrolling is, but i like the way it scrolls, and the text within the browser seem smooth enough and very clear. in my opinion the text in safari looks fuzzy, not smooth necessarily.

    chrome opens instantly and each tab is its own process, so if a site crashes, you don't lose all your tabs. you can also drag the tabs in and out of the window to make new windows or to merge them.

    the only "option" i want for chrome is an adblocker, which can be done using a proxy at this time.
