i import stuff from the UK a lot and i get billed by fedex after the fact for brokerage fees. its just the way it is.

UPS indeed charges a $20 broker fee for anything that crosses a border. That fee hikes to $50 if you are a company. That's part of their profit. But you can skip that fee by saying you are going to broker the parcel yourself, which can be easy or difficult, depending on where the border agency is.
