    Backdoor taxes to hit middle class

    By Terri Cullen Terri Cullen Mon Feb 1, 4:09 pm ET

    NEW YORK (Reuters.com) --The Obama administration's plan to cut more than $1 trillion from the deficit over the next decade relies heavily on so-called backdoor tax increases that will result in a bigger tax bill for middle-class families.
    In the 2010 budget tabled by President Barack Obama on Monday, the White House wants to let billions of dollars in tax breaks expire by the end of the year -- effectively a tax hike by stealth.
    While the administration is focusing its proposal on eliminating tax breaks for individuals who earn $250,000 a year or more, middle-class families will face a slew of these backdoor increases.
    The targeted tax provisions were enacted under the Bush administration's Economic Growth and Tax Relief Reconciliation Act of 2001. Among other things, the law lowered individual tax rates, slashed taxes on capital gains and dividends, and steadily scaled back the estate tax to zero in 2010.
    If the provisions are allowed to expire on December 31, the top-tier personal income tax rate will rise to 39.6 percent from 35 percent. But lower-income families will pay more as well: the 25 percent tax bracket will revert back to 28 percent; the 28 percent bracket will increase to 31 percent; and the 33 percent bracket will increase to 36 percent. The special 10 percent bracket is eliminated.
    Investors will pay more on their earnings next year as well, with the tax on dividends jumping to 39.6 percent from 15 percent and the capital-gains tax increasing to 20 percent from 15 percent. The estate tax is eliminated this year, but it will return in 2011 -- though there has been talk about reinstating the death tax sooner.
    Millions of middle-class households already may be facing higher taxes in 2010 because Congress has failed to extend tax breaks that expired on January 1, most notably a "patch" that limited the impact of the alternative minimum tax. The AMT, initially designed to prevent the very rich from avoiding income taxes, was never indexed for inflation. Now the tax is affecting millions of middle-income households, but lawmakers have been reluctant to repeal it because it has become a key source of revenue.
    Without annual legislation to renew the patch this year, the AMT could affect an estimated 25 million taxpayers with incomes as low as $33,750 (or $45,000 for joint filers). Even if the patch is extended to last year's levels, the tax will hit American families that can hardly be considered wealthy -- the AMT exemption for 2009 was $46,700 for singles and $70,950 for married couples filing jointly.
    Middle-class families also will find fewer tax breaks available to them in 2010 if other popular tax provisions are allowed to expire. Among them:
    * Taxpayers who itemize will lose the option to deduct state sales-tax payments instead of state and local income taxes;
    * The $250 teacher tax credit for classroom supplies;
    * The tax deduction for up to $4,000 of college tuition and expenses;
    * Individuals who don't itemize will no longer be able to increase their standard deduction by up to $1,000 for property taxes paid;
    * The first $2,400 of unemployment benefits are taxable, in 2009 that amount was tax-free.

    all we have to remember is that it's bush's fault
    why, if he hadn't passed the tax cuts in 2001 thru a democrat controlled congress, we would not be facing a tax increase today
    it's bush's fault

      Just playing Devil's Advocate....

      No President in history, except Bush, ever authorized tax cuts during wartime. It could be argued that the necessary increase in spending during the conflicts in Iraq and Afghanistan which is now into the trillions of dollars coupled with a decrease in tax revenues caused by the tax cuts set the stage for an inevitable reckoning. Continued wartime spending on behalf of all Americans cannot continue without significant sacrifice on the part of the American people.

      It will be very interesting to observe the next set of local elections. There will be the inevitable knee-jerk backlash against Democratic incumbents and then the Republicans will be stuck with massive deficits. At some point, somethings gotta give. Federal subsidies dole out trillions of dollars per year. Check this out: Federal outlays without interest increased from $1.657 trillion in fiscal 2001 to $2.429 trillion in fiscal 2006. The Medicare Drug Benefit cost US taxpayers $70 billion in 2007 alone.

      Creating a deficit by cutting taxes, and then selling the debt to other countries is the most short-sighted kind of pandering. Anyone who runs a business knows that won't work.

        The bigger issue for Obama is he has basically failed in all of his campaign promises. No open government, gitmo is not only still open but the only solution is putting them in domestic prisons (less popular than gitmo), no "healthcare" reform because it wasnt healthcare reform to begin with.

            The best scenario possible would be that Republicans overturn Obama at the mid-term elections (if it is possible) and then get stuck with all the shit from the Bush era to solve, while the Dems are applauding and laughing at a good joke. That would be a superb set-up (or can we say frame-up?).
            Brake harder. Go faster. No shit.

              Somewhere, right now, George W. Bush is reading that news release and thinking "Mission Accomplished"!

              It is so easy and politically expedient to cut taxes, but so irresponsible to do it during a period of extended defense spending. If Bush had plainly stated after 9/11 that he was going to impose a "War Tax" as long as this nation was engaged in combat in the Middle East, we might not face the unconscionable deficits we now face.

              Remember: Cold War spending killed the Soviet Union. Will our war spending do the same to us?

                soo... we as a country pay our government to pay us our own money back, but gets shuffled to those with the most influence in the government. And, we pay them with money used to help us earn more money. Go us.

                  The biggest spending item in the budget right now is entitlement programs. Stop talking like Defense spending is the only outflow of cash in the U.S. Government. And yes, Defense spending could and should be much more streamlined- that's why the project director of the JSF was fired yesterday.

                        Sucks. If dividend tax remained how it is now, it may encourage people to save and invest instead of spending. But if dividends are taxed at the same rate regular income is... that blows.

                        1) Imagine pay tax on your income, and putting aside $2000 into an ETF. As things are now, you might earn 5% in dividends, let's just say. That's $100 earned by investment, with the amount hopefully increasing (yet no realized gain or taxes paid yet on that gain). So you pay $15, and keep $85 to spend, with ~? $2100 still in your brokerage account.

                        2) Repeat with the setup for 2010, and you only keep $64, if you are at the 36% tax bracket. $21 more dollars go to the government, or about 1/4th of your dividend income you previously kept. Imagine if you saved a lot over the years, and enjoyed how you were able to provide for yourself moreso with a 15% dividend tax rate. WELLLLL, the government doesn't want you to enjoy freedom or self-reliance, so your life is back until its control with more taxes to pay for more government spending.

                        The article should read dividend tax will return to UP TO 39.6%, if you were in that top tax bracket. Dividends will be taxed at 28% if you are at the 28% tax bracket, etc.

                        Think about all the middle-class people who could have eventually learned the benefits of saving and investment, and dividend income... instead of being sheeple awaiting another stimulus spending package to make their lives better.

                          Did you read my earlier post? It's #3. I clearly (I thought) mentioned the costs of Federal subsidies. It is patently ridiculous.

                          For instance, why have profitable corporations been enjoying an influx of public monies? Free market economy, my ass.

                          McCain proposed $39 billion dollars in federal help for the oil and gas industry. Pardon me, but don't they already post record profits every quarter???
