i came across this and know nothing about it, other than it says "made in france." anyone know who makes this and the value of it???

that is a FORMULING FRANCE steering wheel.
an older one at that.
they were really popular in the 80-mid 90s with the VW and mini truck crowd. IIRC they were $45-$60 new and the adapters were $35-$40
they are no longer made i believe.
the later ones were more MOMO like with finger grips on the back of the grip.

$45 with the adapter isn't bad, they were pretty good wheels.
since this is an older one, make sure that the part of the pleather that goes out onto the spokes is still attached to the outer grip. they were made like a sleave and would come loose from the outer grip in time with a lot of heat exposure. on the later models they changed the way the covers were made.
i actually liked the 4 spoke models better than the three, but that is my own opinion.
