They're coated in a dense rubber for insulation. Rogue is the only brewery I've seen use such kegs. Probably why they're $50 each for the deposit.

I found out that they're not going to brew the Younger's Special Bitter anymore due to low demand. These were from the Eugene brewery. A final small batch of it. I picked up some of the last kegs.
