Yea, it's part of Chrome...it's called Developer Tool in the menu, or you can hit Cntrl+Shift+I to bring it up.

f12 does it in IE8 and you can download use the addon firebug for firefox

Yeah, Chrome dev tools is awesome, I use it every day for work. Firefox has a similar thing via Firebug, and IE8 has a built-in one (which kind of sucks, predictably).
