That was the F3000 race at Monaco, 2003. That's Bjorn Wirdheim. He had a huge lead on 2nd place, went for a photo finish to salute his crew and forgot where the finish line was, cost him the race. He ended up winning the F3000 title, but still has no F1 ride, most likely due to that bonehead move.

He's currently slumming it for a backmarker team in champcar.
